If you want a 'flat fill' or a 'no overlap' effect, you can use a Basic-1 brush with blending mode set to Greater. Then, you adjust the Opacity slider at the top of the window to give the opacity you want. If you do this, it has no build up effect.
The Greater blending mode is in the Mix group of blending modes in the pull down blending menu.

This will only work with a very simple brush with no texture and no pressure sensitivity (Basic-1). You can try editing the settings of other brushes to disable opacity pressure sensitivity and see if this is any good for you but the effects can be complicated.
