I added guidelines to my file so that I could draw lines in the right place. The effect has been the opposite: I can draw lines (brush, line, freehand path) unless the cursor is near the guideline, when it turns into the cursor for moving the guideline and doesn't draw. What am I doing wrong?

Lock the guides via view->lock guides.
