Okay, so I'm animating a song and Whenever I rearrange a frame and then play the animation, krita doesn't see the change and still thinks a frame is in the place before I moved it, also whenever I try to delete a frame it doesn't delete at all.I also went to draw something and I tried using brushes and it didn't work until a couple of seconds later when it updated and all of the colors I used just appeared. I also got a message from norton Security that Krita has a high cpu Usage. sometimes I have to close the application because the animation isn't working correctly. what should I do to fix these problems?

Uninstall Norton. If you've got Windows 10 you do not need any other "security" software than what comes with the OS. And of course Krita uses the CPU when you're doing animations. That's a very intensive thing, and your CPU is for using, after all. But the rest of your message sounds like you're trying to do something that is too heavy for your computer to keep up. The next release, 4.1.0, will have a caching mechanism that may make it possible to create longer animations on systems with limited memory. You can test that already by downloading the nightly: https://binary-factory.kde.org/job/Krit ... ows_Build/
