Only by using the outline layer style. It's not a supported effect in the text shape itself.

I can't find the 'Outline' layer style but I know two ways to do this:
1. Quick and dirty: Use a large bold font and create black text. Do Layer -> Convert -> to Paint layer. Then use the fill tool with white as the colour and 'Grow Selection' set to -2 or -3 and with 'feathering Radius' set to 1 or two. Adjust these values to see the effects. You have to do it for each letter and it is dirty but you get a choice of colours. 2. Clever Way: Convert to paint layer as above. Filter -> Start GMIC. Choose Contours - Gradient norm. Adjust the sliders and in the case of black text tick the Negative Colors box. For more complicated situations you may end up having to make masks and multiple layers etc. |

Lot of work for something that could be in the software, I know it's free. What more can you ask. Thanks I think I'll just stay with a paid software for now that simply does this.
