hello! i have a question. have flow and opacity always interacted in this way?

I dont use flow much and wanted to make some brushes so it surprised me when i saw this result. I'm on 4.1.1 on windows 10

Also I'm aware of the previous discussions on flow and opacity but this doesn't seem like it's the same thing. I hope the picture can explain it better than I can in words. Thank you for reading
