That blue line represents a 'Hold frame' meaning that your first frame, frame-0 (that you drew) will be held and shown for all the frames of the animation. This is a convenience and is much simpler than having to duplicate frames for sections of the animation where there is no change on a particular layer.

If you want a different picture for the next frame-1 then simply click on it and then right-click and choose Create Duplicate Frame or Create Blank Frame. Then you can work on frame-1 with painting or move or whatever tools to produce the desired content for frame-1. Frame-1 will then be held for all the following frames as indicated by a blue line.

If you want frame-1 to be held until a new picture is required at frame-10, then click on frame-10 and give it a blank frame or a duplicate frame then do some work on frame-10. Frame-1 will be 'held' (repeated) for frame-1 to frame-9 and your new frame-10 will be held for all the following frames.

Etc, etc.
