How do I rename colors in the palette docker/missing docker?

When I select a color in the palette docker it is called 'untitled'. Ok fine, so I click the name, re-name it, but later when I go to select it, it becomes 'untitled' again. How do it fix this so I can rename a color and it is remembered?

Also, I cannot remember the name of the missing docker, but it had HSV color sliders and that is apparently gone, and it has been for some time. Is it coming back?

You've selected a palette provided by the standard krita installation and these can not be changed. In the palette selection list they're marked as [READ ONLY].
You can create your own palette by using the '+' icon at the bottom of the palette selection window that comes up when you select a palette at the bottom of the palette docker. If you do that, then you can create your own named colours which can be chosen from any existing palette or from RGB values. You can also arrange your own palette colours in named groups for presentation purposes within the palette docker.

That 'missing docker' was discussed in another post some time ago but I forget the details. You may be able to find that post by using the Search facility.
