I've noticed that for some reason the touchscreen gestures to zoom and move the canvas only work in GNOME (Wayland) and not on KDE (X11). Are the gestures supported on KDE at all? Might be that I'm missing a package or something is misconfigured... I'm running Fedora 29 on an L380 Yoga in case that matters. Does anyone have any ideas?

With KDE Neon, X11 and the Plasma desktop, touch gestures work fine for me. I'm not sure whether that uses xinput or libinput. Chances are it's the former. I've never used Wayland or Fedora, either, so I'm not familiar with your set-up.
