Hi,
Wow, new to Krita... and just astonished how fantastic and polished it is. Thank you. Painter has a function called 'clone color' which allows you to clone the colour information from another layer. The short answer is 'no'. Krita can't clone solely from one layer to another. However, you can make a similar effect by placing your original picture on the left half of a layer that is twice the width of the original picture and cloning from the left side to the blank right side and using a pattern added to the clone brush properties.
You open the brush settings editor (by clicking the 'Edit brush settings' icon on the toolbar just under the menu bar) and in there, in the Texture group, you tick the Pattern box and you get a choice of patterns to be applied as a form of mask added to the brush output. That can give some nice textures to the cloned result. It's not worthwhile experimenting with different brush tips (in my personal opinion) and I've found that using the default circle is best. It's worth spending some time learrning how the brush settings editor works and what it can do (an amazing amount of cool and useful stuff) and generally playing with it.
