Pasting an image within an image

Hello folks,
I am sorry if I am in the wrong forum for this. Please let me know if I am.

I am pretty new to digital art in general and would like to ask a question:
is it possible for me to take one image and paste it into another image such that, after pasting, I can alter the size and position of the pasted item....possibly even other properties of the pasted item.
I initially thought that using a different layer would be the way to do it, but I am not able to move the pasted image around after I paste it....it is just stuck in place.

Does that make any sense? Can I do that in Krita?

So far I love this program.

Select the move tool to move the new layer around, or the transform tool to scale the new layer, rotate or move it.
