I'm trying to make a character that can move his arms. The question is what to do in order that the arms do not come off the body, and so that I do not have to draw a new forearm each time. How to draw it? Thanks.

Krita isn't designed for cut-out animation. It is primarily a raster paint program, and thus also primarily a raster animation program.
It might be more fun for you to use Blender with something like this. |

Are you saying that I cannot create animation like South Park using krita? |

You can create cut-out animation using krita but it would need lots of difficult and detailed work. Krita doesn't have any kind of content 'tweening and it certainly doesn't have joint-bone linking-following capability such as Blender and some other applications have.
You'd need to have a separate animated layer for each cut-out body part (say 12 layers or more) and repeat that for each independent character. Then you'd use the move-rotate transform tools on each body part to place them in the correct position for each frame. When it was done, you'd see the parts overlap at the joints and be faced with manual touch up if that mattered to you. It can be done if you really want to but a better use of your time and effort may be to learn how to use Blender (it's free). |

I will cheer you up, there is version 3.1, and it is already available. Before upgrading the product, it is recommended to uninstall the old version of the product and clean the drivers. Then unzip the new version, and in the User Preferences window, you need to activate the File panel. I updated through https://www.forgehub.net/nebula/blender-render-farm/ , their official product. Then in the scripts field, manually write the directory to update. Save the settings through the Save User Settings button and restart the program immediately. Then you need to launch the tab with the addons and activate the component Blend4Web. The last thing you need to do is to restart the entire program.
