I'm sorry, but one way or another you've messed up your windows installation. This isn't an issue with Krita; you probable accidentally removed something, somewhere, who knows where, and's broken Windows' package management. If it's any consolation, that's not an infrequent thing.

I do not know; this is your computer... There's something messed up, but without physical access, it's going to be hard to figure out. It is, again, not something Krita has done, or a bug in Krita, or a bug in Krita's installer; it's a purely local problem.
