This is a bug in the current version of Krita, we hope to have fully fixed it in 4.3, as we're doing a full resource rewrite to get rid of all current resource related bugs.

No, the bug will also happen for you if you go back to a previous version. We've had it for years. The only thing you can do is to edit the tags.xml files in the resource folder and remove duplicate entries, or to just delete them and forget about using tags for the moment.
