I have added a new image. When I place another image as a layer (background) it needs to shrink or enlarge to the site of image. How to make it in steps using Krita?

Layer -> Transform -> Scale Layer to New Size
You can do this in the old image before copy/pasting it or you can do it on the pasted layer in the new image.
