I want to use the "Brush weighted smoothing option". I know it's in the Brush tool options (from what I have read). But for the life of me I can't find where are the Brush tool options!

The current tool options/info are in the Tool Options docker.
For the default workspace, this is on a tab next to the Advanced Colour Selector docker.

If the Tool Options docker isn't on-screen, you can do Settings -> Dockers -> tick Tool Options
