Am I missing a setting? When I use "Scale to new size", it doesn't scale FXs like shadows or pattern overlays. I seem to have to flatten the layer first.

It seems that the FX parameter values are not scaled when you scale the image.
I don't think you're 'missing a setting', it just isn't done as far as I can tell.
