I'm trying to make a storyboard, and I can't figure out how I'm supposed to do animation with my specific workflow.
What I'm doing is I'm just drawing one frame at a time, and the issue is what I do when I'm drawing a frame is I draw each of the parts on a separate layer, which means that I don't have a consistent number of layers. Is there a way to animate with this without merging all my layers together? |

You can have as many animated layers as you like in an animation. A frame of an animated layer doesn't need to have content on it, it can be empty if your working method requires that at some stage.
It means that you have a fixed number of animated layers but their frames don't always have/need artwork on them. |

Ok, but what I do is animate with a ton of layers, and then when I create a new frame it only blanks out one of the many layers. I can merge all the layers into one, but that's super inconvenient.

If you select a frame, you can press 'Del' to make it a blank/empty frame and then select each layer in turn, at the left of the Timeline docker and press 'Del' to make all the layers have a blank frame at that point in the Timeline.
That's all I can think of. |
