I tried creating a group and still the blending brush can only be applied in the same layer.

That is how the 'blending' brushes work. They blend paint locally on the same layer using the colour smudge brush engine.

Any brush can also have a stroke blending mode which affects how the stroke blends with existing paint on the layer
You may be getting confused with layer blending modes which affect how an entire image layer is blended with the layers below.

Okay this was helpful. I used to do this dumb thing which was copy layer to another sheet and use blending. It worked but god the hassle lmao. Thank you
