I have activate the grid an the option "snap to grid" too. When I create/move a rectangle shape it dosen't snap to the grid.

what I'm doing wrong?

I'm afraid that's currently impossible, grid snap works only with brush strokes.
That's on my feature request list, although I didn't report it on the bugtracker yet, so you can do it if you want, here: https://bugs.kde.org/

as is possible vectors and position images precisely?

When the shape is selected it's possible to type in the values in the tool options.
