Unfortunately I am not aware who created the KDE mascot. I think that may have just been something that just happened over time.

His creator is Stefan Spatz obviously, see http://en.wikipedia.org/wiki/Konqi
This name doesn't ring a bell unfortunately, and it might be unlikely he is still around, considering the amount that has passed since it showed up the first time. |
