I guess it depends on the distro you intend to use, so check with them. But they'll mostly recommend the same ball park figures.

For exmaple PCLOS lists the following for KDE:

Hardware requirements

Processor :- Modern Intel or AMD processor.
Memory & storage :- RAM : 512 MB minimum, 1 GB recommended.
Hard disk :- 3 GB minimum, 10 GB or more recommended if you plan to install additional software from our repository.
Video card :- nVidia, ATI HD 4000 or better, Intel 3D desktop support requires a 3D instructions set compatible card.
Sound card :- Any Sound Blaster, AC97 or HDA compatible card.
Other :- CD/DVD drive required

They say the world is small and that it is round. Indeed I am a PCLinuxOS user and have been looking for any official information to update the wiki page there!

;D Nothing has changed though if you look at other distros, the only thing that will happen for older spec hardware is KDE might be marginally slower. Interesting to see what Linux Mint 13 KDE has down:

System requirements:

x86 processor (for both 32 & 64-bit versions)
x86_64 compatible processor (for the 64-bit version)
1 GB of system memory (RAM)
5 GB of disk space for installation
Graphics card capable of 800×600 resolution
CD-ROM drive or USB port
