shutdown dialogue and suspend (security and power issues)

hi all! not sure this is right place to post, or even how active this forum is but hopefully someone comes across.
i recently set up my first KDE system on a laptop for a fairly inexperienced user. mostly very impressed. have found a few rather glaring issues though like any desktop.

Mint14 64bit KDE 4.9.2 on Thinkpad T500 (haven't updated to 4.9.3 as system otherwise great, doubt that fixes this?)

problem: i noticed for a while there was a shutdown dialogue when opening this laptop. here's what's happening.

user chooses shutdown from menu.
user closes laptop lid

expected behaviour: laptop shuts down.

actual behaviour: laptop suspends. but worse, the dialog seems to block the password or screensaver, so when next person opens lid, system gives access! and because it's not powered down, battery may go flat etc.

suggestion: shutdown/restart etc dialogues should block suspend action. this is not dangerous because the dialogues auto-close after 30 seconds anyway.

I can see how this issue happens. Unfortunately it is not simple to solve. Can you check to see if the suspend is initiated by KDE or if it is being initiated by a underlying system process?

The easiest way to do this would be to initiate sleep through KDE and see if the screen is locked, or close the screen when outside KDE (ie. at the login screen). If sleep initiates even at the login screen, then KDE is not the one initiating suspend, so it is not possible for it to inhibit the suspend action.
