KDE bookmarks and delicious

Hello,
I was wondering if KDE bookmarks support tagging. As I read KDE uses http://pyxml.sourceforge.net/topics/xbel/ for bookmarks but the keditbookmarks does not seem to support tagging in version 4.12.5. Does the spec support tagging at all?
Now when I export my delicious bookmarks as XML I'd like to import them in KDE or Firefox etc. Is there any tool which can do this for me. keditbookmarks seems to support some formats and I'd like to write an importer but only if no other tool is available.
Is there any freedesktop spec or tool how to store all bookmarks in one format at one single place that firefox and chromium and Konqueror use the same bookmarks without importing exporting (I am not talking about any online service like delicious)?
