kde developer docs are pretty bad, is there any chance that part of focus for future releases will be creating a more usable documentation portal?

aljosa, you are most welcome to help us out with that. KDE is a community, and we all try to pitch in when we see problems. With the move to Frameworks and Qt5, and the current push to get Plasma5 finished, the tech docs in general have been neglected.

I will say that the devels are doing a great job documenting Frameworks and doing things like porting notes. However, the Tutorial section is in a pretty bad state. Currently the webteam doesn't have the cycles to even look at that, so we would welcome your help. Please join the www list and IRC channel when you can. https://mail.kde.org/mailman/listinfo/kde-www, #kde-www on freenode.
