How to make a KDE theme and 'design overhaul' from scratch

If I want to make a Plasma theme, shell theme and icon theme, basically an overhaul of the look of the KDE desktop, what would I need to do/learn in terms of programming languages and the such. Also are there any tutorials out there that could help?
