Can't set "Shortcut for switching to this activity"

When I go into Activity settings and open the dialog box for a specific activity there's an option to set a "Shortcut for switching to this activity". I've tried to set various key combinations as the shortcut but it doesn't seem to save.

I set the shortcut to Alt+b, and click ok.

I notice that when I click OK the Help button in the bottom left is highlighted blue. That seems strange but clicking it doesn't take me anywhere.

Then when I open the settings for that activity again, no shortcut is set.

No matter what key combination I use it doesn't save the shortcut. Am I doing this wrong or is this a bug?
