What version of which distro are you using? (version 4.7 of KDE is 7 years old, while 5.7 (of the Plasma desktop) is 2 years old)
I suspect some kind of a config or upgrade issue as I've had no problems changing mouse cursor themes in any versions of KDE 4 or 5. You might double-check to make sure that you have all of the proper KDE and Plasma components installed and up-to-date. (depending on the distro, they should provide some kind of a meta-package for bringing in and keeping up-to-date all of the requisite KDE packages). You might also try creating a new user and trying it out with that user to see if it is a config problem of some kind.
