I would like to request the installation of full package of kdevelop using terminal on fedora 25 xfde desktop Environment ? I'm curious what you mean by "full package" of kdevelop. I assume that kdevelop should be available in the Fedora repositories, so you should be able to just use Fedora's package installer tools to install it. If not or if the version in the repositories is an older version, you can always download and run the appimage from kdevelop.org.
