Switching out kwin for another WM is not a solution.
I can also confirm here that KDE 4.4 is definitely much slower than the 3.x series.

Have you tried changing Desktop Effect settings, changing Window Decoration, etc?

You gain ~ 50% speed when you start KDE4 from the console and do not use KDM. Anyway, it's still way slower than KDE3.
