Plasma 5 Backup tool?

This is my first post but surely not my last. I have been using Plasma 5 full time since 2018 and have been "lurking" in the community until now.

Anyway, these days there are a lot of applications that allow users to sync their app settings/configs to the cloud. Instead of having this feature in plasma (which I may suggest in another forum post), is there a tool that knows which settings to grab and in order to backup? If I knew which of the many scattered config files to create a backup of, I would do this myself but the program is there appear to be many locations for plasma related configs.

A tool that knows exactly what to grab is rather hard to find, as the exact files needed to go in a backup differ depending on who you ask. I can only tell what I would add in a meaningful backup as an example:
In general, what you should back up is your /home/ folder (personally I would only exclude the ~/.cache folder) + the eventual additional places you store your working data on and, if you are the admin of your system, the /etc/ folder which holds all system configuration as well as eventually the log files in /var/ as well (excluding again the temporary locations like /var/tmp). No need to know more details about location, what is important is all in there. I have never felt the need to backup /usr/local/ as everything in there is easily restored on a system re installation, I keep a list of the installed applications and active sources I currently use up to date as well.
Since I haven't found a tool that does all that the way I want it to do, I use rsync to an external disk since several years and haven't had any issues. I occasionally add a newer disk every few years just to be on the safe side.
You can search the web for several hours and find a lot of tool suggestions, so far I haven't seen a single one that does it as well as rsync does.

FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...
