can not enter filenames in KDE open dialogs

Running latest released Neon, but have had this problem for a few months.
Open dialogs do not accept any entry for filename. Cursor can be put into field, but keystrokes are ignored. File selector works normally.
Also seen in other forms ((e.g. "Vault name:" on Create a New Vault popup.)
I had hoped this would just go away with updates, but it seems to persist. Any ideas?
(Please excuse if this is the wrong place to ask.)

I found the culprit.

The ibus-panel widget offers "Quit" in right-click menu. If selected, file selector filename input, search queries, new Vault names, and similar KDE text fields will not accept any entry.

This can be reversed by the user restarting ibus-daemon.
