AFAIK he complains about 4.3.2 not 4.0 ...

Anyway the part about testing was more meant for him. In debian things that more or less could end up in final release hit testing. Thus no developers preview like 4.0 would go there. Still though testing branch is for bug catching, missing features, getting things stable before next release etc. . It was realy expected that kde4 at one point will end up here and will have some problems as debian kde team needs to polish things up before the final release.

BTW IMHO kde 4.2 was enough ready to hit testing, and debian team made a good decision.
