When plasma process exists I mark config files as read only but, the things change with plasma-desktop process and even "kquitapp plasma-desktop" don't works anymore, so my script to change permissions to configuration files an quit plasma to force configuration saving don't work anymore. Well, sometimes didn't work because plasma crash many times quitting but, at least, 2 of 3 times worked.

Probably a lizard coder see this flaw and add code to avoid this hole to avoid madness and fix it .
