Let single plasmoids raise to top on hotkey

Because I have problems with Xorg's composite on some PCs, but would like to have something like the desktop grid effect, I thought it would be a good idea to configure a desktop grid using the pager plasmoid like this:

1) Put the pager plasmoid onto the desktop and size it very large as you like.

2) Specificy a hotkey to the plasmoid.

3) Configure the plasmoid to be hidden normally. (Maybe on a not used activity or the separate dashboard?)

4) Let the pager plasmoid pop up into the front of all windows by pressing the hotkey. The plasmoid now should be on top of all windows.

5) Clicking onto one of the desktops in the pager switches to this desktop and lets the pager disappear again. Also pressing the hotkey again would hide the pager. Also the plasmoid had a close button to hide the pager-window again.

Putting the simulated desktop grid onto the dash board and activating the dash board via Ctrl+F12 does nearly offer the functionality. But when compositing is deactivated this turns off the whole current desktop while displaying the dash board. So it would be nice to have the possibility to only show a single plasmoid like a window on top of all other windows.

Is this already possible somehow? Or should I post this as a wish in bugzilla?
