Licsensning in KDE.

Ok people, bit of a legalese problem here;

I've seen a few forum postings that suggest the KDE SC world does not really touch anything under GPL 3, and only GPL 2 is used...

Is this true? Would a program be accepted in the KDE SC world under GPL 3?

See: http://techbase.kde.org/Policies/Licensing_Policy

Most of the things are GPL 2 or later (or LGPL in case of the libs), but that doesn't stop you from using other licenses.
