2 Problems: Fullscreened apps & windows

Hi, I'm using KDE 4.3.1 on openSuse 11.2.
Problem 1: certain apps, mainly KDE app help screens and Dolphin Super User Mode, open fullscreened. After returning them to windowed mode they still open back fullscreened.
Problem 2: I have the default panel at the bottom of my screen (with taskbar, system tray, etc.) set to "Always Visible." When I open a fullscreened app such as a game (doesn't seem to matter which) or video player the panel stays on top of the screen. The only remedy is to change the panel settings to "Windows can cover" or "Auto-hide."

In any application you can right-click on the title bar > Advanced > Special Application Settings. If you set your window to the size and position you prefer you can then set the Geometry and Position items to Remember, and the application will always open like that.

Problem 1:
I do not have an Advanced menu upon right clicking the title bar. This is true for any application I open. I do have an Advanced menu when right-clicking the app in my taks manager panel. The only options are >Keep Above Others, >Keep Below Others, and >Fullscreen. The full screen option resets after closing the application.

Problem 2:
I had thought that's what they were for, too. Seems like something isn't quite right with my setup.

Which Window Manager are you using? Annew's instructions only apply if you are using the KDE default, KWin.

I'm not sure which manager I'm using. How do I tell (and change it to KWin if it isn't)? Unfortunately when I installed/ configured this system I knew even less then I know now.
Is it possible to have two WM's conflicting with one another? I think I have changed settings in CompizConfig Settings Manager and KWin Desktop Effects Configuration Module. Some settings in the latter such as screen edge actions don't work.

Open Konsole and run "ps aux | grep kwin"

If you get nothing then you are not using KWin. If you get one line you are using KWin.

Can you please provide a screenshot of the application window which when right clicking upon the decoration you do not get the expected menu?

Not really, the only matching process was the "grep" itself, not kwin.

Sorry for the late response, here is the screenshot. The program is Okular and is among several that behave this way. Dolphin (super-user mode) has started opening up windowed now. It used to always open fullscreened.

Please switch to KWin: System Settings > Default Applications > Window Manager.

Thanks, that did it. I must have changed that to Compiz at sometime-or-another while playing around (blindly clicking) with settings. Now when I do fullscreen an app it covers my toolbar like it should and context menus from the systray are on top of the bar as well. Thanks, that has been annoying me for longer than I can remember!
