I am running KDE 4.4.2 on Gentoo Linux. I understand that Quanta Plus is the best free alternative to Macromedia Dreamweaver, but it seems that it requires KDE 3.5.x. Is it still being developed?

As far as I know, it's still in the process of being ported to KDE4. IIRC, the slow process is due to two things:
1. Limited manpower. I think it's mostly one guy working on Quanta. 2. It will depend, to some extent at least, on Kdevelop4 which I think is still considered beta. Still, in the meantime there's no problem (as far as I've noticed) in running the 3.5 version in a KDE4 session - that's what I do. It obviously isn't as well integrated in KDE4 as it is in KDE3, and can look a bit out of place, but it does work. Other alternatives are Kompozer and BlueFish (neither are KDE-apps though).

Note that a GSoC proposal for 2010 regarding work on Quanta has been accepted. How much of its ability will be restored though is yet to be seen.

Note: KDevelop 4 is _not_ beta quality, we released 4.0 on first of may and development has continued. Expect a patch release next week.
