changing locale on 64 bit machine

I've looked around a bit but ^ not located any documents regarding the above, my 32 bit machine has the right locale ,ie: en_AU.UTF-8 but the 64 bit has only the lang variable set this way the rest are "POSIX". I have tried a few suggestions but they don't appear to work. As it stands at present some of the documentation is not created,due to ascii values being out of range & pyhtml crashes & stops the compile. Consequently I have removed the doc useflag,so the system is kept up2date.
Any help greatly appreciated, :)

At least on openSUSE, you need to change the file /etc/sysconfig/language I believe.
Alternately, you can export $LANG in ~/.profile
