No, and I think that applies to all applications, but you can normally run the application, edit the code and then run the application again. Some applications, like Frescobaldi for Lilypond, provide an IDE which calls the relevant Kate part for the editing, runs the code and then displays the result.
Part of the philosophy of Kate has been not to do everything but to provide those elements which other programmers can drop into their programmes. AFAIK Quanta Plus offers a suitable IDE for HTML coding but does not appear to be under current development. It is available for KDE3.
