Joomla v/s Drupal ?
Joomla easy to use , even a Non- Geek find it easy to learn & use.Easy of maintenance and upgrading, the ability to create a new and functioning site quickly. On the other hand Drupal is better for Extensibility and Large Sites,ease of external integration, developing large, complex web sites, and the quality of add-ons for enhancing functionality. |

Not Joomla, for sure. Please, don't. Especially if you're planning to do any coding behind it. I would choose Drupal from those two.
The URLs used by Joomla (vital for SEO and general usability) are horrendous, even with htaccess hacks in place. There's no built-in comment system or even a way to create a dropdown list of links (you'll have to rely either on 3rd party modules or a heavily bloated JS plugin). The documentation is pitiful. If you're going to be developing in terms of code you'll instantly see how hard it is - it isn't flexible like other CMSes. In general, it's a very rigid CMS. Have you considered other CMSes, like MODx? Or if this is a tiny website, what about FrogCMS? If you are a coder, don't always jump to a CMS - perhaps hand coding from a framework might be your thing.
