As modified and accessed times are file attributes and not meta data it seem that "recently accessed" groupings/queries in Dolphin should be available without Nepomuk file indexing (just enabling Nepomuk is not sufficient). Is the reason that when the files are indexed then the times are added to the database and thus available for "recently accessed" queries?

The indexer not only extract metadata, also extracts other information and adds it to Nepomuk's DB. If the indexers don't obtain this information you need other subsystem to do this job.
