Can Nepomuk be used as a indexing service for KHelpcenter? Remove the unmaintained htdig indexing service and replace it with Nepomuk.

The htdig indexing infrastructure was removed a few releases back I believe. As for Nepomuk implementing docbook indexing, that would be more than possible I believe, although i'm not sure how relevant people would find it to be so it may be necessary to keep that in a seperate, private index. Feature requests should in general be made on bugs.kde.org or in the Brainstorm however.
