So, after a debian upgrade today to 4.14 the problem is solved. I am able to view/edit tags and ratings aswell as sort by them and all that. I believe that this was a dolphin specific problem which was solved as dolphin moved to 4.14 in debian jessie repos. Note however that unfortunately previous tags did not make it.

This is a problem no longer. I recreated what was lost and am a happy semantic desktop user once more.
