Works for me with Dolphin 17.04.3. E.g., if I enter "tags:linux/" (without quotes) into the location bar, it returns all files tagged with "linux" (without quotes).

I have noticed that if you tag something and search for it right away, it doesn't always (ever?) work since I suppose baloo hasn't had the time to index it.
