What do the results of "balooctl status" actually mean?

I'm running kubuntu 18.04. Currently if I search for "content everywhere" in Dolphin, some things are found, and some things are not. Clearly something's not working properly. If I run "balooctl status" I see:

Baloo File Indexer is running
Indexer state: Idle
Indexed 60469 / 60469 files
Current size of index is 34.72 MiB

but what does this mean? What is the "File Indexer" and what is the "Indexer"? Is one equivalent to slocate/updatedb (i.e. finding which files exist) and the other then indexing the content of found files?

A couple more bits of information - if I run "balooctl status ~/src/mod_tile/COPYING" it says

File: /home/ajtown/src/mod_tile/COPYING
Basic Indexing: Done
Content Indexing: Done

but if I run "baloosearch Franklin" it says just "Elapsed: 0.28069 msecs". That word is in that file (see https://github.com/SomeoneElseOSM/mod_t ... er/COPYING , which is where that file comes from), so it's not finding things that it "should".

If I do "balooctl status /drivec/Utils/Above\ \&\ Beyond/NOTES/map00743.txt" it says:

File: /drivec/Utils/Above & Beyond/NOTES/map00743.txt
Basic Indexing: Scheduled

so it's suggesting that it will get around to that at some point, but it never does - the results of "balooctl status" never change. So the question, before trying to work out what is not working, is around how it is supposed to work - what am I supposed to see as it is indexing files and how do I investigating where and why it has stopped? I've had a look at https://community.kde.org/Baloo but there are warnings that some of the content there is outdated. For completeness, ~/.config/baloofilerc is:
