Vector graphics mode.

Why this can be useful?Let's say you are terrible at pixel art and you want to make a miniature version of a character this is were vector graphics come in you can decrease the size of your brush and not lose quality and you would not get pixelated pictures or brushes hope this cleared things up ok?

I tried vector layers it doesn't work I was zooming it's still pixelated.

Have you tried scaling the shapes in your layer? What exactly do you need the zoomed mode to not look pixelly for?
