Open programs per Desktop only

Is there a way to make the bottom panel only show programs which are running in the current desktop, versus showing all programs running in all desktops?

Yes. Right click on Task Manager > Task Manager Settings > General. See "Filters" section at the bottom of the dialog. "Only show tasks from the current desktop" seems most relevant here.
