I'm not sure if this should go in plasma or here but
How do I disable/remove the bouncy ball widget for all users

the file is /usr/lib64/kde4/plasma_applet_bball.so or /usr/lib64/kde/plasma_applet_bball.so depending on how KDE is packaged (on openSUSE it's kde4, but others might use just kde)

for me it's part of plasma-addons, ymmv

you could remove the file but it will reappear if the package is updated, removing the file may/may not remove it in the get widget panel it didn't for me when I renamed it but a restart of KDE might

I've never used the kisosk, I'd guess this would be the relevant section:
.....KDE treats all locations as URLs: for example Internet addresses are URLs with the http or https protocol whereas local files on the hard drive are URLs using the file protocol (for a full list of supported protocols, execute the command 'kcmshell ioslaveinfo'). Access to the local filesystem can be restricted using rules such as the following:

rule_count=6
rule_1=open,,,,file,,,false
rule_2=list,,,,file,,,false
rule_3=open,,,,file,,$HOME,true
rule_4=list,,,,file,,$HOME,true
rule_5=open,,,,file,,$TMP,true
rule_6=list,,,,file,,$TMP,true

These rules will only allow the user to browse and access files stored in their home directory. We also allow access to the temporary directory used by KDE to ensure normal operation. If you are implementing a security policy then these rules should be used in conjunction with other rules such as restricted shell access.
