Retaining desktop configuration across boots

I like to run with six, or sometimes eight, desktops, and I want the same configuration to be preserved on power-off so that on power-on it starts up with the same windows in the same desktops. This doesn't quite happen. Some are OK, some are in the wrong desktop, and some don't start at all.

I guess I'm doing something wrong, but I don't know where to start to fix it. Anyone?

Are there any applications in particular which reliably fail to restore on to the appropriate desktop, or start at all?
