i'm not sure if this fits exactly in this part of the forum but could you please help with the following ?
After upgrading to kde 4.9.1 i can't turn off the pc anymore using the usual desktop button (right click on desktop/quit/turn off pc). I have only "sleep with ram and hard disk" options left. I'm using "# shutdown -h now" as a workaround but this button is so comfy that i'd like it back
Any idea why it's ko now ?

Which display manager are you using? KDM, GDM, LightDM?
Also, have you rebooted since applying the updates?

where is it set so that i'm sure ?

Great way to break that would be to mess up /run reps. /var/run where recenty distros move one onto the other and symlink the sibling.
Another thing could be consolekit -> systemd shift (no idea about OpenSuSE in that regard)
